Snapping or catching in this context means the process while the RGP-domains will be registered again after expiring of the period of restriction.

When snapping it's a matter of being the quickest one. The process only lasts for a few seconds and if they happen to be valuable domains several drop catchers may try to catch them.

Only someone with whom the DENIC has contracted as an registrar is able to snap.
